GECC has established technical expert committees according to different professional fields; the expert committee is mainly composed of experts and scholars in the field of energy conservation and environmental protection technology from Germany and China. The purpose of the expert committee is to give full play to the advantages of multi-disciplinary, to provide professional and technical advice to the government in the policy research of China and Germany, to provide technical advice, to teach students to work, and to promote the progress of China's energy conservation and environmental protection technology.

GECC is responsible for the setting up, release and other work of the expert committee.
The main duties of the expert committee are:
1. Master and study the development of science and technology in the field of energy conservation and environmental protection in China and Germany, and provide timely information and work advice to GECC;
2. Participate in the research and development of GECC's development strategy, technology policy, development plan, annual plan, etc.;
3. Participate in the review of GECC project planning and design plans;
The conditions for the members of the expert committee should be:
1. Being upright, having good academic ethics, obeying laws and regulations, and having a strong sense of responsibility;
2. With middle and senior technical titles, with leading technical level in this professional scope, with solid professional basic knowledge and rich experience in engineering practice。
Profile of Committee Members

Johannes Freise, Partner and Managing Director of the German Energy Center and College (GECC). He possesses over 40 years of experience in public service, education management, and the energy sector. He served for a long term as the Managing Director of the Studierendenwerk Paderborn (Student Services Organization Paderborn) and led the operations of several subsidiaries, building extensive expertise in cross-institutional management and social services.

Peter Sachsenmeier, Professor at the University of Oxford and member of the German National Academy of Science and Engineering (acatech, elected 2006). Fluent in seven languages, he is an industrial strategist, large-scale systems infrastructure expert, and a key proponent of Industry 4.0 innovation. He focuses on smart city construction and technology transfer, wielding significant influence in both academic and industrial spheres.

Carsten Domann, Academic Director of the Berlin campus of FHM (Fachhochschule des Mittelstands) and lecturer for the International Master's program "International Technology Transfer Management" and the MBA program "General Technology Management". He has co-developed and organized numerous courses for students and professionals, holds a PhD in Innovation and Business Management, and has supervised around 280 international students, 120 of whom are from China.

Zhu Ke (朱科), holds a PhD from the University of Tübingen (Germany), is an Associate Professor at Shandong Jianzhu University, a PHI Certified Passive House Designer, and serves as an Academic Committee Member and China Regional Secretary-General of the International Ground Source Heat Pump Association (IGSHPA). He has long been dedicated to research on the application of new energy sources, particularly geothermal energy, in buildings, with many years of overseas research and engineering experience. He has led or participated in several large-scale urban geothermal projects in Germany. After returning to China, he actively promotes industry-academia-research integration, achieving significant economic and environmental benefits. He was recruited as a high-level talent by Shandong Jianzhu University and is a core member of the Taishan Scholar Advantageous and Characteristic Discipline Talent Team. He has led several important projects, including those funded by the National Natural Science Foundation of China, open课题 from the Ministry of Natural Resources laboratories, and the Shandong Province Shortage Talent Program. He has published dozens of academic papers, obtained several invention patents and software copyrights, and co-authored one English monograph.

Li Tao (李韬), currently serves as the Business Director of the German Energy Center and College (GECC Germany) and Managing Director of the German company Airwende Umwelttechnik GmbH. He also holds the position of Director of the Guangdong Province Introduced Overseas High-Level Talent Workstation. He went to Germany for studies in 2003, completing his Bachelor's, Master's, and Doctoral studies at Brandenburg University of Technology Cottbus-Senftenberg, the University of Tübingen, and Leibniz University Hannover, respectively. Since 2015, he has been committed to building platforms for Sino-German technological innovation exchange and talent cooperation, establishing extensive connections with high-level Chinese talents in Germany, academic institutions, industry associations, and enterprises, as well as forging strategic partnerships with overseas Chinese organizations and startup service institutions in various Chinese provinces and cities. Holding several roles such as Overseas Committee Member of the Shenzhen Federation of Returned Overseas Chinese and Overseas Director of the Shenzhou Overseas Exchange Association, he actively promotes cooperation between China and Germany in multiple fields. In 2016, he founded Greenbox Company, comprised of German industry experts and government advisors, and expanded cooperation with innovation institutions in Switzerland, Austria, and other European countries, continuously fostering in-depth collaboration between China and Germany, and even China and Europe, in environmental technology and talent exchange.

Leng Xiao (冷晓), Executive Dean of the German Energy Center and College (GECC China), graduated with a degree in Civil Engineering from the University of Applied Sciences Oldenburg (Germany). With nearly twenty years of extensive experience deeply engaged in the fields of construction, energy, and environmental sustainability, she is a key promoter connecting technological and market cooperation between China and Germany. As the head of GECC China, her core focus is on technology matching and project implementation in sustainable development between China and Germany, providing comprehensive support for the efficient application of German low-carbon and energy-saving technologies in China. She has successfully facilitated the practical application of numerous advanced German technologies within China. On the international exchange level, Ms. Leng Xiao has been deeply involved in several high-level Sino-German diplomatic activities, including receiving the delegation of former German Chancellor Gerhard Schröder during his visit to China, conducting specialized exchanges with former German Foreign Minister Joschka Fischer on low-carbon building, and holding in-depth discussions in 2024 with Jennifer Morgan, State Secretary of the German Federal Foreign Office and Special Envoy for International Climate Action, on building energy efficiency topics. She continuously builds crucial bridges for Sino-German low-carbon cooperation.
